这里指的即时读取文件夹中的XML的意思是：这个文件夹中的文件会不断更新，所以需要判断如果文件夹有新的文件出现那就即时读取并且定入oracle数据库中，
写完后，将读取的文件剪切到另一个目录中。

问题是这样的，现在test环境下database里的数据是从production的database copy过来了。这样导致test环境下DataStage中的KeyMgtGetNextValue要小于替代主键的最大值。所以当load data 到test database 的时候就会有unique key constraint violate error。
