启动Repositry service时出错

新建了一个Repositry service，启动时就报错了。错误如下：The service did not start due to the following error: License [License_dell99_20833/20833] cannot start service [training] as it is not licensed to execute on platform [OS_WINDOWS32].. Check the log for more information.
这难道是我的.key文件有问题吗？各位高手请指点一下。
